Where is the options page?

The player options page for this game contains all the options you need to configure and export a config file.

What items and locations get shuffled?

Items that are shuffled into the multiworld are gadgets, Grinch's moves, Heart of Stones, vacuum tubes, the sleigh room key, all sleigh parts, mission specific items, rotten eggs, and traps that can stall the player significantly such as depleting all your eggs and teleportation traps.

Locations that are in the game that the player can do are blueprints, missions and their individual tasks, and if you enable misc_checks, various other things in the game such as squashing enemies, collecting all blueprints, and platforms that you shoot down or open up. You may also have squashing every gift in each environment as a mission if you wish to enable it under giftsanity.

What is the goal of The Grinch when randomized?

The player must obtain the Skis, Twin-End Tuba, Exhaust Pipes, the Tires, and the Sleigh Room Key to be able to build the sleigh and to finally stop Christmas from coming once and for all by neutralizing Santa Claus!
